68 DEVELOPMENT CENTRES: WHY DID THE MBAH ADMINISTRATION WAIT UNTIL NOW?

The Nigeria Democratic Congress (NDC), Enugu State, views with serious concern the decision of the Mbah administration to constitute 68 Development Centres at a time when the administration has only about seven months left in office and the 2027 election is fast approaching.
The administration tells Ndi Enugu that these centres are designed to provide broad-based representation, create effective community channels for contributing to government programmes, and ensure that its development agenda is implemented at the grassroots.
But Ndi Enugu must ask the obvious question:
WHY NOW?
If these Development Centres are genuinely about grassroots development, community participation and effective representation, why did Governor Mbah's administration wait until the twilight of its tenure before establishing them?
Why were these structures not created during the first year, second year, or even the middle years of the administration?
Why wait until only seven months remain?
The timing inevitably raises legitimate questions about the real purpose and expected impact of this initiative.
An administration that genuinely prioritises grassroots development should not wait until the eve of another election before suddenly discovering the importance of community-level structures.
For nearly the entire tenure, the people of Enugu have had every right to expect effective grassroots engagement. Now, with the administration approaching the final stretch of its mandate, we are being presented with 68 new Development Centres supposedly designed to drive its agenda at the community level.
The NDC therefore demands answers:
When was this policy conceived?
Why was its implementation delayed until this late stage?
How much public money will be committed to these centres?
What measurable development can the people realistically expect from them within the remaining seven months?
And most importantly:
Is this genuinely about long-term grassroots development, or is the timing connected to the approaching electoral season?
The people of Enugu State are not politically naïve. They can distinguish between governance that serves the people and political structures created when elections are around the corner.
Government programmes should be designed around the needs of citizens—not around the calendar of an approaching election.
The NDC will continue to demand transparency, accountability and responsible governance from the Mbah administration. Public institutions and public resources must serve the people of Enugu State, and government decisions must withstand public scrutiny.
Seven months to the end of the administration is too late to begin presenting fundamental grassroots structures as though they are the missing key to implementing an agenda that should have been underway from the beginning.
Ndi Enugu deserve answers.
Why now?
Why the last-minute rush?
And who, ultimately, is this initiative designed to serve?
